A new program targets ex-convicts, veterans, the disabled and people who have been out of work for years.
"At 16 I robbed a man during a commission of a robbery, it was a drug dealer - I took his life," said convicted murderer Mario Bueno.
Bueno was convicted of murder and spent 19 years in prison and remains on parole until 2016.
Detroit Mayor Mike Duggan says that ex-cons have such a hard time finding work that they are the most likely to be on time and work hard - once given the opportunity.
