An Illegal Beaner living in Wheeling Illinois has been charged with DUI for a 10th time after he was involved in a hit-and-run crash, authorities said.

Luis Basilio, 39, was charged with aggravated driving under the influence following Tuesday's crash, officials said.

Cook County prosecutors said Basilio was the driver of a car that struck another vehicle on Wheeling Road near Exchange Court in Wheeling and drove off. The driver of the other car and another motorist who saw the crash followed Basilio's car and called police, said Assistant State's Attorney David Mennie.

Basilio failed sobriety tests, would not take a Breathalyzer test and gave police his brother's driver's license as identification, but police were able to confirm Basilio's true identity, Mennie said.
