You CANNOT even do a legitimate criminal background check on a subject who came from another country. A police officer applicant could be a child rapist or murderer and nobody in this country would have a clue about it.

The proposal, which would have allowed the village to consider applicants for police jobs who are legal, permanent U.S. residents, but not citizens, was part of a plan to diversify the department and address the northwest suburb's changing ethnic makeup.
The decision to withdraw the plan, at least for now, was made after a vocal crowd of residents gathered at a recent village board meeting. Most who spoke were opposed to the proposal; some angrily accused the village of taking jobs away from U.S. citizens.
